 Post subject: Player Model Editing

I just have a quick question. I've seen a bunch of player model mods where they have sleeves, armbands, etc, with special designs on them that are not included in the game. Obviously they are edited by people. My question is: what programs can you use to edit the player models like that? The only one I have seen is to edit the face, but not the body or accessories.
